President Jonathan Under Pressure To Sack IGP Abba


In recent development some forces in government have started mounting pressure on President Goodluck Jonathan to drop the police chief, but the president was said not to be interested in taking any disciplinary action against Abba.
It was learnt that Jonathan has made up his mind to leave Abba’s fate to the incoming administration.
Investigations revealed that there had been disquiet in the presidency over certain steps Abba took during the recently concluded presidential election, and since Jonathan conceded defeat to the president-elect, Gen. Muhammadu Buhari.
Some forces in government were disturbed that with the exception of Rivers, Delta, Cross River, Ekiti, Akwa Ibom and the entire South-East region, the Nigerian police did not follow the election script written for the force in strategic states like Lagos, Oyo, Ondo, Ogun, Osun, Borno, Kaduna and Kwara.
      Abba was said to have instructed the divisional police officers in Lagos to comply with the directives of the commissioner of police in Lagos and not those of the assistant inspector general of police.

It is understood that upon the ‘failure’ of the police in the strategic states, the presidency was angry that Abba was at the presentation of the certificate of return to the president-elect by the chairman of the Independent National Electoral Commission, Prof. Attahiru Jega, contrary to the norm.
The presidency had also noted that Abba was at the airport in time to receive the President-elect.
But a source said that what really “pissed off” the presidency was the alleged leakage of the presidential directive to redeploy Assistant Inspector-General Tunde Ogunsakin from Rivers state on the eve of the April 11 governorship poll.
The covert decision was said to have been taken in the presidency by three officials, including the Abba.
A reliable source said: “There is disquiet in the Presidency on whether or not to drop the IGP for certain missteps. Some forces are angry that the police failed to back the status quo in some states during the recently-concluded poll.
“I think the IGP chose a neutral position and opted to live up to his oath of office during the general election.
“The IGP’s presence during the presentation of certificate of return to Buhari left many presidency officials dazed because it was alleged not to be within his official “mandate.”
“The presence of the IGP at the National Collation Centre with Buhari was rated as a partisan move and a provocative initiative.
“Some forces in the Presidency believe that Abba should be asked to step aside. The leakage on the redeployment of AIG Tunde Ogunsakin from Rivers State on the eve of April 11 governorship poll has fueled the demand for IGP’s sack.”

It was, however, learnt that the president is not disposed to the exit of the IGP.
Instead, he was said to have left the fate of the IGP and service chiefs to the president-elect.
Another source added: “The President might not bow to the demand by some forces to drop the IGP because he is not a vendetta person. He has decided to leave the fate of the IGP and other service chiefs to his successor.
“The fact that a former President sacked some public officials few days to his exit does not mean that Jonathan would follow in his footsteps.”
A police source said: “You see, the IGP made sure that the police force was non-partisan throughout the election period, and this was a departure from the practice in 1983, 1993, 2003, 2007 and 2011 polls.
“Naturally, some government officials, governors and politicians will not be happy at all. This IGP is professionally inclined and he has been enforcing this.
“If you look at his antecedents even when Rivers State was volatile, he made sure that he was non-partisan. Up till today, the people of Rivers State still celebrate Abba for his professionalism.
 “He remains loyal to the President irrespective of the outcome of the election. To the best of my knowledge, he has not eroded the confidence reposed in him by the President. He keeps official secrets and he has never leaked any. Since he came on board, signals or information flow had become more compact.”
Responding to a question, the source added: “How can any IGP ignore the President-elect at any airport? Is Gen. Buhari not a former Head of State? Does he not deserve respect as an elder statesman? All these issues they are raising are petty.”

Meanwhile, the Network on Police Reform In Nigeria had earlier demanded the sacking of the Inspector-General of Police, Suleiman Abba.

APC MEMBERS CALL FOR SACK OF STATE EXCO FOR SQUANDERING N350 MILLION


Members of the All Progressive Congress, APC Cross River State Chapter have called for the immediate removal of the chapter Executives Council members led by Pastor Usani Usani, for hoarding, diverting and mismanagement of the party’s 350 Million Naira meant for the conduct of the just concluded general election in the State.
The call was made yesterday Thursday in a stakeholders meeting organized by the party’s South-South Vice Chairman, Hilliard Etta in Calabar which he described as a post mortem to ascertain why the party in the state performed very poorly in the election.



The APC lost the governorship to PDP, won no seat in the House of Representatives, and barely returned one member into the State House of Assembly irrespective of the huge funding it got from the national body.
The South-South Vice Chairman expressed dismay that a good number of the State Working Committee and the state chapter executive members were not in attendance at the meeting which notice was disseminated 4 days earlier to x-ray the problems of the party and proffer solutions.
He warned that if the act of absenteeism continues, he will be forced to take drastic disciplinary actions against erring members.
 “If the party at the national level worked like Cross River chapter then we won’t have the victory we got today, after getting over 350 million naira the party is still where it is. Over 100 million naira for the Presidential and House of Representatives election, 24 million accrued to the state chapter from the sale of forms and others came in, I cannot say exactly how much the Rivers Governor, Rotimi Amaechi helped the state with. I know candidates who went to election with empty hands irrespective of the huge money gotten”, Hilliard Etta said.
He added that, “I wanted a situation whereby the entire state executive members will be here to explain how more than 350 million naira was used. Money is meant to be in the account of the party not an individual account and accessed when the party has need for it”.
In an interactive session where some party leaders cutting across the 3 senatorial district in the state were allowed to explain to the best of their knowledge where the problems of the party lies, Barrister Lazarus Undie of Obudu in the northern senatorial district pointed out that part of the failure included the inability of polling unit committees to meet for even one day due to lack of funding for the party.
 “Obudu got 4.6 million naira for the presidential election while 720 thousand naira came for governorship, nothing more”. He said.
On his part, Barrister Eyo Nsa Ekpo who contested for the House of Representatives to represent the Calabar Municipality/Odukpani federal constituency revealed that, “I discovered on the 27 day of March, 2015 that ten million naira meant for Cross River State was trapped in Uyo for weeks, it was the Akwa Ibom State candidate for governor that hinted me after several attempts at contacting the state chairman, Usani to come and claim the money”.


Maintaining that he, Eyo called Usani severally but he got deaf ears. “He instructed that the money be paid into his personal account, the betrayal of the party started from the top, we can’t continue like this”. He called for an immediate passing of vote of no confidence to remove the chairman and his cohorts.

THE EFFECT OF EXAMINATION MALPRACTICE ON ACADEMIC PERFORMANCE OF SECONDARY SCHOOL STUDENTS IN OGOJA LOCAL GOVERNMENT AREA OF CROSS RIVER STATE

CHAPTER ONE
Introduction
1.1     Background of the study
Examination is the term that refers to an organized testing procedure, which yields information that can be used for evaluating a candidate, or a test or examination is an assessment intended to measure a test-takers knowledge, skill, aptitude, physical fitness, or classification in many other topics (example, beliefs). A test may be administered orally, on paper, on a computer, or in a confined area that requires a test taker to physically perform a set of skills. Examination may be classified into various ways; may be describe as formative or summative, internal or external, verbal or non-verbal, formal or informal examination and so on, the essence of taking examination is to enable the school authority; parents and students concentrate in order to pass tier examination.
The issue of examination malpractice is one of the major problems confronting Nigerian educators today. The search for solution to cases of examination malpractice in our institution is therefore timely.
        Ahmed (199) observed that there was evidence that examination malpractice existed in the pre-independence era as far back as 1910. It has been noted that the first recorded incident of examination malpractice in Nigeria was the leakage of the Cambridge school certificate examination in 1914. Ahmed confirms that further irregularities in public examination kecured in 1970, 1973, 1974, 1977, 1981, and 1991 were said to have call the attention of the federal government, this subsequently Sebegtan and Ojo tribunals required to investigate the extent of leakage. Similarly, Decree so was eventually promulgated in 1984 to punish the examinees or examiners found guilty. Yet malpractice of all kind have continued to surface, to the extent that students no longer see it as a serious offence.
Examination malpractice makes the objects by competence, skills, job displacement and diagnosis of academic failure useless. One of the major effects of examination malpractice is that, students not tend to be lazy and gradually the culture of learning in our educational institutions is been eroded.
Examination malpractice is a major challenge confronting the Nigeria education system in this twenty first century. Examination malpractice is any act by student invigilators, examiners, lecturers etc. that contravenes the ethics of examination and result in a dearth of credibility of any assessment. The federal ministry of education (2007) defined examination malpractices as “any act of integrity of any assessment or evaluation system.” In 1973, the gravity of irregularities at public examination caused member countries of the west African examination council much concern to extent that the then federal military government had to promulgate a decree spelling out penalties for unethical behaviours at the then West African school certificate examination. For instance, unethical behaviour such as illegal use of live question paper and impersonation were punishable by fine of N 2,000,00 or five years imprisonment or both, (Nwana, 1982).
        In 1984, the Federal Government of Nigeria enacted the famous decree 20-miscellaneous offences, which stipulates a 21 years imprisonment without any option of fine for anyone caught in any form of examination malpractice. In such attendant punishments one should expect to have an end to examination leakages but unfortunately it is to no avail. Examination malpractice permeates both internal and public examination. There have been known cases of school teachers set question for their student favorites before the actual examination are conducted. There are cases of dons passing female undergraduates because of some extra academic activities between them (Eze, 1982).
